San Bernardino County Clerk is also known as the San Bernardino County Auditor Controller-Recorder-Clerk. The County’s Clerk operates under the Auditor, Controller, Recorder, and Clerk Divisions. The County Clerk Division responsibilities include licensing fictitious business names, issuing Oaths for county employees and elected officials, and overseeing Notary Public and Power of Attorney filings.

The Auditor Division is divided into the following departments: Internal Audits Section, Management Services Section, Reimbursable Projects Section, Shared Functions, and School Claims Division. The Internal Audits Section performs operational and financial audits of departments, offices, agencies and special districts. Other duties performed by the Internal Audits Section is the evaluation of internal controls, assesses business risks, and makes constructive recommendations to add value and to improve operations.

The Recording Division concentrates on the examination and review of various documents relating to real and personal property ownership transactions, for compliance with applicable laws and local ordinances. The Recording Division maintains all records of Birth, Marriage and Death events that occur in this County. Certain authorized personnel also prepare marriage licenses and conduct civil marriage ceremonies.
